With Ministerial Decree No. 35 of October 31, 2023, the Department for Sustainable Mobility of the Directorate-General for Integrated Sustainable Mobility Policies, Logistics, and Intermodality of the Ministry of Transport and Infrastructure approved a notice for the submission of investment proposals by the Port Network Authorities for funding to develop and implement Port Community System (PCS) services for interoperability with the involved Public Administrations and the National Digital Logistics Platform (PLN).
The funded interventions fall under two of the types outlined, which can be summarized as follows:
a) First-time implementation and/or reengineering interventions aimed at the design and implementation of PCS, including the standard services necessary for their use, even if owned by the Ministry of Infrastructure and Transport or another administration (for reuse), and for their interoperability with the PLN and the information systems of the public administrations involved in the logistics process, in compliance with the principle of digital cooperation between institutions ("Government to Government" - G2G), in line with the objectives of the PNRR M3C2-5.
b) Implementation and/or reengineering interventions aimed at the design and implementation of application evolutions to provide additional solutions for PCS, also owned by the Ministry of Infrastructure and Transport or owned by another administration (for reuse), for their interoperability with the PLN and with the information systems of the public administrations involved in the logistics process, in compliance with the principle of digital cooperation between institutions ("Government to Government" - G2G).
The interventions are funded under the resources allocated to Measure M3C2 I 2.1 "Digitization of the Logistics Chain" – Sub-investment 2.1.2 "Network of Ports and Freight Terminals" of the National Recovery and Resilience Plan, financed by the European Union – #Next Generation EU.
The total amount of resources available from the financial allocation assigned to the Ministry of Infrastructure and Transport for the implementation of the specific planned interventions is €15,994,300.00, of which €1,000,000 has been allocated to the Port Network Authority of the Ionian Sea.
The interventions will be completed by June 30, 2026.
