CFZ: Digitalisation activities have been completed in the port of Taranto .
PORT OF TARANTO, 06 SEPTEMBER 2024 - The Port Network Authority of the Ionian Sea - Port of Taranto has completed the digital activities of the Taranto Customs Free Zone. This is the first digitalised bonded CFZ in Italy, after the Free Port of Trieste, whose Port Network Authority is thanked for its ever-helpful cooperation, starting from a technology reuse agreement between the two Port Network Authorities.
The development and implementation activities were carried out in collaboration with Infoera (Circle Group) taking into account the specificities related to the current technological, planning, logistical and operational context of the Port of Taranto.
The adaptation to the Customs Free Zone context was carried out starting from the Regulations for the operation of the Bonded Customs Free Zone of the Port of Taranto, established by Italian Law no. 160 of 27 December 2019. The zone's boundaries were defined on the proposal of the President of the Port Network Authority of the Ionian Sea by his own Decree of 13 March 2020 and approved by the Directorate General of the Customs and Monopolies Agency (ADM) with Directorial Determination no. 128586/OR of 28 April 2020.
The analysis, planning and implementation activities were also carried out thanks to the technical working group composed of the competent offices of the Port of Taranto, together with the local ADM and Finance Police (Guardia di Finanza) officials.
The Customs Free Zone Management module integrates with the Port Community System (PCS) already operational on the National Port System Platform (PSN) in line with the objectives of the Ministry of Infrastructure and Transport (MIT) and the National Recovery and Resilience Plan (NRRP). This integration will enable the management of both incoming and outgoing flows of goods from sites within the Customs Free Zone areas, as well as possible transfers between Customs Free Zones.
Through these modules (integrated with the PCS), it is possible to receive goods data from virtual entry points or customs notices, manage inventory records, and visualise and validate the status of transfers between Customs Free Zones. Interoperability with the Integrated Automation Customs Excise (AIDA) was also set up for the consequent exchange of data (thanks are due to ADM and Sogei for their cooperation).
